So is Snake Eyes on Jubei's level? Snake Eyes was pretty badass in the GI Joe comic, plus he had Scarlett while Jubei has that Kunnoichi girl.

Ah, you never specified WHICH Jubei. But even in Ninja Scroll, Jubei was still a samurai instead of a ninja.

Both. The historical figure was rumored to have been a ninja as well as a samurai. I hear the Japanese name for Ninja Scroll translates to Wind Ninja Jubei.
