Last time I was in Hong Kong, the HMV stores had tons of anime DVDs, over 90% of which were region 1 releases, so they were English dubbed and subbed.
Tokyopop has US rights to the series. I remember seeing a preview for it on one of their DVDs. There are 26 episodes in the series.
AFAIK, at least a few groups are releasing DVD-Rips of the retail DVDs. Doing a quick Google search, I see #Anime-Revolution on Aniverse has released at least a few eps.

Don't know if you're in the US. But in the latest Previews, they list some DragonBall DVDs (as well as more DBZ ones).
