Is anybody doing any subbing of this in the US since it is not available commercially yet? Or is the apparent support by Bandai USA enough to keep it off the lists?

It should be, but it isn't. I've learned of fansubs up to episode 4.

I didn't watch them, but I did watch the first two episodes 'raw'. I don't understand Japanese, but I still could tell that it's a very high-budget production with an excellent soundtrack. The characterizations and storylines seemed promising.

There's nothing probably about it. Bandai has already announced their acquisition of GitSAC and that it is scheduled to be aired on Cartoon Network.

I have heard reports that it won't come to the US until atleast late 2003. Animax (Japanese cable TV) only airs 2 episodes of it a month.
