Common misconception. A witch is anyone who practices the Craft whether male or female. A warlock is not a male witch. This according to Wiccans who are still trying to undo all the damage caused by 'Bewitched'.

Frankly, Robin & Karasuma are no different from the people they hunt.
In the series, witch-like powers are not known by the mainstream population. It's like a 'secret' sect (not unlike the 'aliens' in men-in-black).
The witches they hunt are either witches that have broken the 'human' laws, or witches that are violating whatever rule set that STN has put forward. Witches in this show are like X-men; they have very different and distinct supernatural powers (very rare is it to have the exact same powers as another). The only difference being they can use runes and other occult stuff to enhance their powers (as shown in ep1).
This question of 'what are witches' is actually explored quite a bit in the series after ep12 or so, especially in the later half of the series. Actually, this question essentially becomes what the entire plot of the show is about, I would say. You won't realize this until a few more episodes, however. And this question is barely, but just, resolved at the end of the series. ^^;;

Leo, the answer to those questions are answered over the next 18 episodes. In fact, those questions pretty much make up the major story arc in the series once it kicks in.
You should start to see some of the answers this week. Stay tuned.

The 'witches' don't ] seem all that different from the STN team members who have extranormal ] powers. So why is one group 'good' and the other 'bad'? For instance, ] why isn't some other STN-type group going after Robin, who more easily ] fits the definition of 'witch'?
If I recall correctly (haven't seen the series in almost a year) the 'real' arc will be starting this week and you'll start to see these and similar questions answered.

This is very helpful. Thank you. But it begs another question: what is STN? How was it formed? Why was it formed? How do they recruit its members? And, again, what do the initials stand for?
