If I recall correctly, AnimEigo has the translation rights to this series in North America. Perhaps they already have a transcription that you could purchase... <http://www.animeigo.com>

I recommend that you acquire Kimagure Orange Road Jump anime comics. They feature the dialogue from the anime along with panels taken from the film stills. The Kanji contain furigana, allowing anyone familiar with the kana syllabaries to read them phonetically and run to a dictionary to decode the unfamiliar words. Plus if viewing the corresponding video, the subtitle translation will give a meaning to each sentence of dialogue. You get what you want, without compromising the rights of the copyright holder to control the distribution of the product.

Volume one is from the AnimEigo's OAV volume 3 'Stage of Love a Heart on Fire!' ISBN 4-8342-1418-4

Volume two is from AnimEigo's OAV volume 1, 'I was a Cat; I was a Fish' and 'Hurricane Akane, the Shape-changing Girl' ISBN 4-8342-1420-6

A separate volume is taken from the second movie, 'Summer's Beginning', ISBN 4-8342-1522-9.

If your intent is to study Japanese by following along with the spoken dialogue, this is the best answer you can hope for.
